Georgia's own minimum wage is $5.15 an hour and bites only where the federal Fair Labor Standards Act does not reach - and not at all for employers with sales of $40,000 a year or less, employers with five employees or fewer, employers of domestic workers, or farm owners, sharecroppers and land renters.
What “next regular payday” means
“Next regular payday” means the next date your employer would normally have paid you had you stayed. It is not a fixed number of days: paid weekly, it is at most a week away; paid monthly, it can be a month.

Unused PTO — is it owed?
Only if your employer promised it. No state requirement. Employer policy alone governs. Look for a written policy, handbook or offer letter that says unused time is paid out at separation; without one, Georgia law does not require it. Keep a copy of any written promise you find.

How to file a claim in Georgia

Its Department of Labor routes minimum wage and overtime to the US Department of Labor, and says the practical route for a final paycheck is Magistrate (small claims) court in the employer's county. Court filing fees apply; small claims court is the simplest route for smaller amounts.
